This document clarifies the terms prevention, diversion, and rapid exit, explains how they differ from each other, and offers considerations for implementation.

The document, developed collaboratively by the U.S. Interagency Council on Homelessness, the Department of Housing and Urban Development, and the Department of Veterans Affairs, is intended to support more effective implementation of prevention, diversion, and rapid exit services.
