New Outcome Data Shows Success of SSI/SSDI Outreach, Access, and Recovery

SSI/SSDI Outreach, Access, and Recovery (SOAR) is a technical assistance initiative provided to states participating in the Federal Interagency Policy Academies on Homelessness sponsored by the Departments of Health and Human Services, Housing and Urban Development, Labor, and Veterans Affairs. SOAR's goal is to increase access to mainstream SSI and SSDI benefits for people experiencing homelessness with co-occurring mental illness of substance abuse disorders.
The allowance or approval rate on SOAR assisted applications was 71 percent in an average of 101 days (from date of application submission to date of decision). For people experiencing homelessness who do not receive assistance to apply, the approval rate is estimated at 10-15 percent. For all people who apply for SSA disability benefits, the allowance rate is 31 percent.
