The U.S. Department of Housing and Urban Development (HUD) Office of Special Needs Assistance Programs launched an effort to clarify their priorities and outline the changes HUD would
like Continuums of Care to propose in the forthcoming FY 2013 Notice of Funding Availability competition. “We should not make you look for ‘clues’ in the NOFA to know what we are trying to accomplish,” said Ann Marie Oliva, Director, Office of Special Needs Assistance Programs in a recent online letter. Over the next nine weeks, HUD will release a series of messages that will cover such topics as Housing First, rapid re-housing and transitional housing, centralized and coordinated assessment, and strategic analysis of a homeless service system and grant portfolio. The first topic on their list is prioritizing people experiencing chronic homelessness for permanent supportive housing. The series can be found their website.
